Richard Skillman was
born in Butler, Pennsylvania. He enlisted
with the Pennsylvania State Police on August 1, 1946,
and upon graduation was assigned to Troop "E", Erie .
Richard also served in the U.S. Air Force prior to
enlistment with the
Pennsylvania State Police
